In Israel all barrelled arms shooting metallic ammunition are considered weapons and therefore require a special governmental permit. That leaves only softball arms outside of the licensing system. Since carrying civil weapons in Israel is not a citizens right (citizens have to comply with certain conditions and prove "necessity"). Air guns may be sold to any person who complies with the basic terms (clean police record and good physical/mental health). The Ministry of the Interior sometimes changes the qualifications for purchasing and holding air guns (except for sporting shooters and registered club members).
